Good Evening New Mexico Activists:

This is going to be another long one. So much to tell you, and 7 new hearings added for tomorrow! How do they expect constituents to participate in hearings that are posted far less than 24 hours in advance? Especially when there are 7 in one day! Maybe that’s the point – they don’t.

Now, for some deja-vu: We told you yesterday that Speaker Egolf put HB 227, the reincarnated Hydrogen Hub bill, on the Speaker’s Table, which basically killed the bill. This morning, yet another Hydrogen Hub bill “dropped” (was introduced) from Rep. Patty Lundstrom, in another dummy bill, HB 228. (Dummy bills are available after the bill-filing deadline to all legislators who might want to introduce something late in the game, and they’re all named “Public Peace, Safety & Welfare. You have to dig into the “Proposed Sub” on the bill page to find out what it is.)

HB 228 has been deemed germane and assigned to House Commerce & Economic Development (HCEDC). At least it wasn’t assigned to HAFC again, the committee that Lundstrom chairs! The main difference from HB 227 is that HB 228 removes the tax credits and exemptions. Okay, but it’s still a hydrogen production development bill and would trigger the $125M allocation set aside for “the hydrogen hub project fund” in HB 2, the budget bill. This reminds me of a saying I learned in Spain: “Un mono vestido de ceda, un mono se queda.” Translation: A monkey dressed in silk is still a monkey.

We learned at 7:30 tonight that House Commerce & Economic Dev. is scheduled to hear HB 228 tomorrow, Weds., Feb. 9, at 1:30 pm, Rm. 317. Please write to and call members of HCEDC first thing in the morning to urge them to vote “NO” on HB 228. Use the talking points at this link, which remain the same as they were for HB 4 and HB 227. Tell them you are opposed to hydrogen hub development in our state in any form. Period. Before we get to the 6 other hearings for tomorrow, let’s look at today’s good news A big thank-you to all of you who called, emailed, and gave public comment on these bills!

HB 132 Interest Rates for Certain Loans, the bill that lowers small loan interest rates to 36%, passed on the House Floor last night, 51:18, after a 2.5-hour, perfectly orchestrated presentation by Sponsor Susan Herrera and a number of other Reps. who had supported the 99% rate last year. It was amended to add 5% (41% total) to loans under $500, but that was a smaller price to pay (41% vs. 99%) to get this bill though the House at last. It’s expected to sail through the Senate quickly and be signed into law. Seven Republicans joined all the Democrats except Alcon and Castellano (Roybal Caballero was excused) to vote in favor of the bill. It’s already scheduled to be heard in Senate Health & Public Affairs tomorrow! (See info below.)

SB 194 Additional Energy Acts Definitions was tabled today in Senate Conservation by a vote of 7:2, so it is pretty much dead. SB 194 would have added hydrogen production to the acceptable definitions in the Rural Electric Co-Op Act and Renewable Energy Act. As if hydrogen is even close to being clean or renewable! Quick work on this one. But we have to stay vigilant on hydrogen ­­–– even if it doesn’t happen this year, they’re not going to give up!
