Good Morning, New Mexico Activists:

We have three new hearings to tell you about for Wednesday, but we want to remind you that today, Tuesday, at 9 a.m., Senate Conservation will hear SB 165 Local Choice Energy, and you’ll find details about that hearing in Sunday’s Alert at this link  (scroll down to second hearing). And today at 1:30, House Consumer & Public Affairs will hear two gun violence prevention bills, which you can read about in last Friday’s Alert here. Now here’s what’s new:

NEW: On Weds., Feb. 8, 8:30 a.m., in Room 317, House Taxation & Revenue will hear HB 119 Income Tax Bracket Changes and HB 120 Limit Capital gains Tax Deduction. You’ll find talking points about why our state needs tax reform, including specific points in favor of HB 119 and HB 120, at this link. HB 119 creates new Personal Income Tax brackets with higher rates for high-income taxpayers. HB 120 would lower the deductible percentage of capital gains – 85% of capital gains are generated by the wealthiest 5% of taxpayers. Please call and email committee members today to urge them to vote “YES” on HB 119 and HB 120.

NEW: On Weds., Feb. 8, 8:30 a.m., Room 305, House Government, Elections & Indian Affairs will continue to hear HB 4 Voting Rights Protections, pushed forward from last Friday. HB 4 is the so-called omnibus voting rights bill that would create a volunteer permanent absentee voter list, reinstate voting rights for felons as soon as they are released, make vote-by-mail more accessible, protect voting access for Native American communities, make Election Day a state holiday, and more. NEW: On Weds., Feb. 8, 1:30 p.m., Room 309, House Judiciary will hear HB 7 Reproductive & Gender-Affirming Healthcare. We don’t have talking points prepared yet, but this bill would protect access to reproductive and gender-affirming healthcare, including psychological, behavioral, surgical, pharmaceutical and medical care to support a person’s gender identify and that same care related to pregnancy prevention, abortion, pregnancy loss, fertility, STDs, and more. It also prohibits prosecution or punishment for accessing these types of healthcare, and prohibits the creation of any law, ordinance, policy, or regulation that conflicts with the provisions of this Act. HB 7 passed in House Health & Human Services last Friday along party lines, 7:3. Let’s get this through HJC and onto the House Floor!
