Mon. Feb. 15, 8:30 a.m. House Health & Human Services: HB 12 and HB 17 Cannabis Regulation Act (both have the same name) are carried over from Saturday, 1st and 2nd on the agenda, and HB 203 Health Security Planning & Design Board Act is 5th. Based on what we know about bill sponsors, and after consulting with the Drug Policy Alliance, HB 12 is the cannabis bill we want to support, partly because it’s the only one that “includes the comprehensive justice and equity provisions that are necessary to right the wrongs of the failed war on drugs.” Get talking points for both HB 203 and HB 12 at the links above. This is the last stop before it goes to the House Floor and on to the Governor! We don’t have a summary for HB 111, but it would improve the balance between the rights of landlords and the rights of tenants so that families who can pay rent and comply with their lease are not evicted; reduce barriers to housing for New Mexicans using housing vouchers and other lawful sources of income such as social security income, child support, or housing assistance to pay rent; and create a statewide housing council to address housing policy and coordinate state resources directed to addressing housing in New Mexico. Weds., Feb. 17, 8:30 a.m. House State Govt., Elections & Indian Affairs: HB 9 Climate Solutions Act. We don’t have a full summary for you, but HB 9 would create a state Climate Leadership Council with a diverse membership from across departments, tribes, local govts., impacted communities, and more. The Council would create a statewide framework for addressing climate change and developing sustainable economy, establishing statewide greenhouse gas emissions reduction requirements, directing state agencies to adopt rules to achieve statewide greenhouse gas emissions reductions and foster inclusion in workforce development and procurement related to climate solutions.
